The Clark International Airport Corporation (CIAC) is a body corporate authorized to be formed to operate and manage the Clark Aviation Complex, as a wholly-owned subsidiary of the Clark Development Corporation (CDC) under the Bases Conversion Development Act of 1992.

Under Republic Act No. 7227, known as the Bases Conversion Development Act of 1992, the Bases Conversion Development Authority (BCDA) is empowered to form subsidiary corporations like the CIAC.

The CIAC is a wholly-owned subsidiary corporation of the CDC and operates in accordance with the Corporation Code and regulations promulgated by the Securities and Exchange Commission.

No. Pursuant to Section 16 of Republic Act No. 7227, the CIAC is exempt from the coverage of civil service laws, rules, and regulations.

The Board of Directors of the CIAC shall have not more than eleven members. Members representing the equity of the CDC and other government entities are nominated by the President of the Philippines and must be Filipino citizens of good moral character and recognized competence in relevant fields such as civil aviation, economics, tourism, law, or engineering.

The capitalization of the CIAC includes cash equity provided by the CDC, government lands and permanent improvements within the Clark Aviation Complex, and other assets the President may transfer as part of the government’s equity contribution.

The BCDA shall transfer to the CDC the land comprising and permanent improvements within the 4,440 hectares covering the Clark Air Base Proper under Proclamation No. 163 (1993) pending the full development of the Clark Reverted Baselands.

All heads of departments, bureaus, offices, agencies, and instrumentalities of the government are directed to support the Clark International Airport development program and coordinate with the CDC and BCDA to facilitate necessary approvals and expedite implementation.

All executive issuances, rules, and regulations or parts thereof inconsistent with this Executive Order are repealed, amended, or modified accordingly.

Executive Order No. 192 took effect immediately upon its adoption on July 27, 1994.
