Creation of the EDSA People Power Commission
- Establishes the EDSA People Power Commission (the Commission).
- Commission to coordinate with private groups like the Spirit of EDSA Foundation.
- Mandated to perpetuate and propagate the spirit of the 1986 EDSA People Power Revolution.
Functions of the Commission
- Initiate programs to raise awareness of the Revolution's principles and values.
- Organize the annual commemoration of the EDSA Revolution every February 25.
- Manage the People Power Monument continuously.
- Handle property and logistics of the EDSA Freedom Center, EDSA Museum, and Institute of Freedom and Democracy.
- Submit regular reports to the President.
- Perform other functions as directed by the President.
Composition and Membership
- Chaired by a Cabinet member designated by the President.
- Co-chaired by a private sector representative appointed by the President.
- Comprises 25 members serving six-year terms (initial members staggered between three and six years).
- Members appointed by the President based on recommendations from the Chair and Co-Chair.
- Lifetime honorary membership granted to former Presidents Corazon C. Aquino and Fidel V. Ramos, and Manila Archbishop Jaime Cardinal Sin.
Secretariat Support
- Secretariat duties provided by the Chairperson of the Commission.
Funding and Budget
- Initial allocation of Three Million Pesos from the Secretary of Budget and Management.
- Future funding included in the regular budget of the Office of the President.
- Funds from non-government sources accounted separately per accepted accounting standards.
- Regular financial reporting to the Commission required.
Inter-Agency and Private Sector Cooperation
- Commission authorized to call on government agencies and instrumentalities for assistance.
- Private sector groups and individuals may be invited to participate in activities and programs.
Repealing Clause
- All inconsistent orders and issuances repealed or modified accordingly.
Separability Clause
- Invalid or unconstitutional provisions do not affect the validity of other provisions.
Effectivity
- The Executive Order takes effect immediately upon signing.
