Legal basis and controlling statute
- The circular is issued pursuant to Section 4(d-1) and Section 22 of Republic Act No. 4136, the Land Transportation and Traffic Code, as amended by Batas Pambansa Blg. 398.
- Republic Act No. 7277 is expressly referenced as the basis for special licenses for disabled persons under RC #9.
Restriction codes: classification rules
- RC #1 refers to motorcycles, motorized bicycles, and tricycles.
- RC #2 refers to light vehicles with GVW below 4500 kgs.
- RC #3 refers to heavy vehicles with GVW of 4501 kgs and above.
- RC #4 refers to light vehicles with automatic clutch with GVW below 4500 kgs.
- RC #5 refers to heavy vehicles with automatic clutch with GVW of 4501 kgs and above.
- RC #6 refers to light trailers with GVW of 1600 kgs and below.
- RC #7 refers to medium trailers with GVW from 1601 kgs to 4500 kgs.
- RC #8 refers to heavy trailers with GVW above 4501 kgs.
- RC #9 refers to special licenses for disabled persons pursuant to Republic Act No. 7277.
RC limits for non-professional drivers
- Non-Professional Drivers’ Licenses are limited to Restriction Codes (RC) 1 and 2 only.
- Non-professional licensing does not extend beyond RC #1 and RC #2 under this rule.
Special conditions for RC #9 and special conditions
- License applicants with special conditions and/or those under RC #9 must indicate the required conditions.
- Condition A requires wearing correctives lenses or eyeglasses.
- Condition B requires the applicant/holder to drive only with special equipment for upper limbs.
- Condition C requires the applicant/holder to drive only with special equipment for lower limbs.
- Condition D limits driving to daylight driving only for all disabled persons.
- Condition E requires that the applicant/holder is accompanied by a person with normal hearing for deaf and mute applicants/holders.
