The guidelines are based on Section 4(d-1) and 22 of R.A. 4136, also known as the Land Transportation and Traffic Code, as amended by B.P. 398.

Restriction Code 1 refers to motorcycles, motorized bicycles, and tricycles.

Restriction Code 2 covers light vehicles whose Gross Vehicle Weight (GVW) is below 4500 kilograms.

Heavy vehicles whose GVW is 4501 kgs. and above fall under Restriction Code 3.

Light vehicles with automatic clutch whose GVW is below 4500 kgs are assigned Restriction Code 4.

Restriction Code 9 refers to special licenses for disabled persons pursuant to Republic Act No. 7277.

Non-professional drivers' licenses are limited to Restriction Codes 1 and 2 only.

Condition A indicates the licensee must wear corrective lenses or eyeglasses.

Condition D means the driver is allowed only daylight driving and applies to all disabled persons.

Deaf and mute drivers must indicate Condition E, which requires them to be accompanied by a person with normal hearing.
