The LTO Memorandum Circular No. 95-213 establishes guidelines for driver's license restriction codes, categorizing vehicles by weight and type while outlining specific conditions for applicants, particularly those with disabilities.

It is pursuant to Section 4(d-1) and 22 of R.A. 4136 (Land Transportation and Traffic Code), as amended by B.P. 398.

Motorcycles, motorized bicycles, and tricycles.

Light vehicles whose GVW is below 4500 kgs.

Heavy vehicles whose GVW is 4501 kgs. and above.

Light vehicles with automatic clutch whose GVW is below 4500 kgs.

Heavy vehicles with automatic clutch whose GVW is 4501 kgs. and above.

Light trailers whose GVW is 1600 kgs. and below.

Medium trailers whose GVW is 1601 kgs. to 4500 kgs.

Heavy trailers whose GVW is above 4501 kgs.

Special licenses for disabled persons pursuant to R.A. No. 7277.

Non-professional driver’s licenses are limited to RC 1 and RC 2 only.

Wearing correctives lenses or eyeglasses.

Drive only with special equipment for upper limbs.

Drive only with special equipment for lower limbs.

Daylight driving only (for all disabled).

Accompanied by a person with normal hearing (for deaf and mute).

License applicants with special conditions and/or under RC #9 shall indicate the specified conditions (A–E).

It shall take effect immediately.

All orders, memoranda, and circulars in conflict are deemed superseded, modified, amended, or repealed.
