Goals of the DOST-PEZA Open TBI

Objectives of Establishment and Operation
- Graduate at least ten self-sustaining ICT entrepreneurs every 5 years
- Provide comprehensive support including technology, management, and business needs to incubatees
- Achieve operational sustainability of the business incubator
Business Model
- Specialized incubator focusing on open technology within ICT and related sectors
- Provides leasable physical space and tangible services
- Offers intangible services including technical, management, financial, and counseling/coaching
- Offers services to both resident and virtual (non-resident) incubatees

Management Structure
- Steering Committee (SC) appointed by DOST Secretary for policy direction and oversight
- SC consists of 11 members: 7 government sector representatives (DOST, PEZA, UP, SBC, Quezon City LGU, ASTI, TRC) and 4 from the private sector
- Project Management Office (PMO) run by TRC responsible for daily operations, marketing, finance, support services, and Secretariat to SC
- Technical Services Group under ASTI provides technology consulting to SC, PMO, and incubatees
Operating Policies
Incubatee Recruitment, Screening, and Admission
- PMO promotes leasable space
- Applicants are technology or potential technology entrepreneurs, preferably in software, hardware, solutions, content development, or related fields
- Priority given to those adopting open technologies
- Written application with required documents submitted to PMO
- Assessments include business sense, entrepreneurial competencies, business plan quality, character background, and further technical, marketing, business evaluation
- PMO evaluates applications and submits to SC for decision
- ASTI reviews proposed technology and advises PMO
Leaseable Space, Services, and Fees
- Minimum leasable area: 20 sq.m.; maximum: 80 sq.m.; additional space requires PMO evaluation and SC approval
- Lease period: 3 to 5 years as decided by SC
- Monthly lease rate: PhP350 per sq.m. for first 3 years subject to review afterwards
- Fees include reservation and processing, basic lease, advance rent, security deposit, electricity (sub-meter), computer rental, conference room, gym, support and professional services
- Discount: 10% on lease fees for UP faculty and students upon recommendation
- Sub-leasing is prohibited
Incubatee Residency Obligations
- Use leased premises strictly for SC-approved activities
- Maintain premises and TBI assets in good condition
- Pay monthly fees within five days after the billed month without need for prior demand
- 1% monthly interest on late payments; repeated delays may lead to forced exit
- Subject to regular performance evaluations with required reports
Incubatee Exit and Graduation
- Graduation/exit based on PMO evaluation and SC approval
- Failure to pay for 3 consecutive months or habitual late payment can trigger exit recommendation
- Other exit reasons require SC approval
- Pre-termination requests must be submitted 30 days before intended date, reason stated
- Evaluation and approval by PMO and SC required
- Clearance certificates issued upon exit or graduation
- Confidential information obtained must be protected with care similar to own information

- Inspired by the beehive, symbolizing a nurturing environment for entrepreneurs
- Uses only light blue and red colors; red highlights "TBI" emphasizing the project’s essence
Penalty Provisions
- Violation by incubatees may result in lease contract rescission and possible court cases
- Government officials/employees aiding violation may face administrative, civil, and criminal sanctions
Effectivity
- Effective immediately upon adoption
- Remains in force until modified or expanded by the SC constituted under the order
