The main purpose is to encourage the creation and growth of innovation and technology-based ICT entrepreneurs, promote the adoption and commercialization of open technologies, and provide a medium for industry-academe-government collaboration and synergy.
The implementors include the Department of Science and Technology (DOST), Philippine Economic Zone Authority (PEZA), University of the Philippines System (UP), Advanced Science and Technology Institute (ASTI), and Technology Resource Center (TRC).
The Steering Committee is composed of 11 members: representatives from government agencies (DOST, PEZA, UP System, Small Business Corporation, Quezon City LGU, ASTI, TRC) and four members from the private sector.
Applicants should be technology or potential technology entrepreneurs preferably involved in software, hardware, solutions/applications, content development, or related businesses, with priority given to those adopting open technologies.
The minimum leasable space is 20 square meters, and the maximum is 80 square meters, with additional space requests subject to approval by the Project Management Office and Steering Committee.
Fees include a non-refundable reservation and processing fee of P5,000 upon application, a monthly lease fee of P350 per square meter, two months advance rent and one month security deposit due upon lease signing, and utilities based on usage. Late payments incur a 1% monthly interest, and discounts apply to qualified UP faculty and students.
Graduation or exit can be based on positive evaluation and Steering Committee approval, failure to pay lease and fees for three consecutive months, habitual late payments, or other grounds approved by the Steering Committee.
Violating the guidelines can lead to rescinding the lease contract and filing of appropriate legal cases before competent courts.
Incubatees must use the leased premises exclusively for approved purposes, maintain the premises and TBI assets in good condition, and pay all fees on time.
ASTI provides technical consultancy advice to the Steering Committee, Project Management Office, and incubatees and reviews or verifies applicants' proposed technology.
