Legal basis and implementing directive
- Executive Order No. 26 (dated February 24, 2011) directs the implementation of the National Greening Program (NGP) as a government priority and requires participating agencies/institutions to issue their respective guidelines.
- Section 1 states that the Circular is promulgated pursuant to Executive Order No. 26 to implement the NGP through agency guidelines.
- Section 3 and Section 5.3 reference the responsibilities of DOST under executive issuances for IEC and related activities, including Section 5.11 of E.O. 263 for IEC responsibilities.
- Section 8 provides that the Circular supersedes other issuances inconsistent with it.
Purpose, mandate, and policy direction
- The Circular provides DOST guidelines implementing the National Greening Program under Section 1.
- DOST is mandated to be responsible for the development and transfer of appropriate technologies and the promotion of the use of those technologies for various client groups through formal and non-formal Information, Education and Communication (IEC) materials under Section 2.
- DOST established a Techno-Ecology Park within the DOST compound to serve as:
- an accessible and suitable location to showcase locally-developed technologies; and
- an urban haven housing a nursery of indigenous plants and trees under Section 2.
- DOST must actively participate and work closely with other government and private entities to support the NGP and pursue priority government programs including poverty reduction, resource conservation and protection, productivity enhancement, and climate change mitigation and adaptation under Section 3.
Objectives and required NGP support
- All DOST offices and attached agencies are required to give full support to ensure the success of the NGP under Section 3.
- Lead agencies in science, research and innovation, including R and D Institutes and Councils, must utilize their respective researches for the optimum growth and survival of plant nurseries and “greeneries” such as trees, vegetables, and ornamental plants under Section 3.
- DOST must carry out NGP-supporting activities including:
- develop a Master Plan for the DOST Techno-Ecology Park;
- establish nurseries and protected agriculture areas for rearing trees, vegetables, and other plants;
- showcase DOST and other locally-developed technologies;
- develop IEC materials to promote greening technologies to the public; and
- disseminate technologies and information related to the NGP to appropriate parties under Section 3.
- DOST projects/programs supporting the NGP include those enumerated under Section 5.4.
Organizational roles and coordination
- PCARRD serves as the over-all coordinator of the project under Section 4 and Section 6.
- DOST-NCR is the lead agency in charge of the management of the DOST Techno-Ecology Park located at the DOST compound under Section 4.
- Management is carried out in collaboration with a PMO composed by the DOST Councils and RDI’s involved in the program under Section 4.
- The DOST Secretary must appoint a focal person for the NGP through a Special Order, who will carry out the NGP within DOST under Section 6.1.
- Other DOST councils and RDIs must be requested to showcase technologies addressing the NGP under Section 6.3 and Section 4.
Techno-Ecology Park implementation strategy
- Implementation includes preparing a Master Plan for the DOST Techno-Ecology Park under Section 5.1.
- The Master Plan must have three components under Section 5.1:
- Green/environment aspect;
- Science and Technology; and
- Business component.
- The Green/environment aspect must cover urban agriculture and forestry and must harness S&T technologies funded and monitored by DOST, including:
- Hydroponics/protected agriculture;
- Nurseries (including Indigenous Forest Trees; Bamboos and other ornamental plants);
- Butterfly Garden;
- Fishery/Recreational Fishing; and
- DOST Biodiversity Park under Section 5.1.1.
- The Science and Technology component must showcase DOST and other locally-developed technologies, and agencies of DOST must be invited to showcase identified technologies in the DOST compound under Section 5.1.2.
Business component and MOA requirement
- The Business component requires establishment of Technology Business Incubators (TBIs) promoting green technologies and S&T enterprise market under Section 5.1.3.
- TBIs must cater to business enterprises engaged in gardening, horticulture, landscaping, and technological gadgets and equipment under Section 5.1.3.
- DOST must execute a MOA with interested parties, and the MOA must be subject to existing budgeting, accounting and auditing rules and regulations under Section 5.1.3.
Nursery techniques and DENR forest nurseries
- DOST must provide an area and the technology to showcase modern nursery techniques for producing forest tree seedlings under Section 5.2.
- DENR forest nurseries must be established inside the DOST compound in Zone 10 b by:
- DENR-ERDB and DENR-NCR under Section 5.2.1.
- The DENR nurseries must serve as the source of planting materials for the greening of Metro Manila under Section 5.2.1.
- The nurseries must raise different species of indigenous forest trees and bamboo under Section 5.2.1.
- A Memorandum of Agreement between DOST and DENR must be executed to implement the establishment of forest nurseries under Section 5.2.1.
- PCARRD, in coordination with ERDB, must establish nurseries for planting stock production of bamboo, llang-ilang and other indigenous trees under Section 5-2.2.
IEC materials and technology dissemination
- DOST, through PCARRD, must prepare IEC materials related to the NGP under Section 5.3.
- IEC preparation is linked to DOST’s IEC responsibilities under Section 5.11 of E.O. 263 under Section 5.3.
- The book “Philippines Recommends for Fast Growing Tree Species, Bamboo and Tree Farming” must be re-printed, and Information Bulletins on the production of forest trees and bamboos must be packaged under Section 5.3.
- Other DOST agencies and regional offices must be requested to produce IEC materials related to the NGP under Section 5.3.
Included DOST programs and technical assistance
- DOST projects/programs supporting the NGP include enumerated activities under Section 5.4, including:
- Action Program for the Establishment of Commercial Plantations and Efficient Utilization of the Wood Products in the Caraga Region;
- Development and Management of Pilot Bamboo Plantation in Lumban, Laguna;
- Collection, propagation, evaluation and utilization of some marketable fruits and spices;
- Varietal improvement of selected ornamental plants (Spathoglottis orchids, foli-age-type anthuriums and hoyas) through gamma irradiation;
- Collection, conservation, regeneration and re-introduction of indigenous orchids in selected natural habitat;
- Enhancing Research Utilization for Sweet Potato Livelihood Development in Disaster-prone Communities/Enhancing Livelihood opportunities of Small Resource-poor Sweet potato Farmers in Tarlac Province;
- ACIAR-PCARRD Project: Enhanced profitability of selected vegetable value chains in the Southern Philippines and Australia; and
- Such other similar programs/projects after the effectivity of this guideline under Section 5.4.
- DOST must provide technical assistance in the establishment of nurseries in other areas of the country upon written request under Section 5.5.
Funding, budget allocation, and compliance
- DOST must allocate funds to support activities related to the NGP under Section 7.
- DOST councils, RDIs, institutes, attached agencies, and regional offices may allocate budget for their respective projects under the NGP under Section 7.
- Implementation of the programs and/or projects under the Circular must be subject to existing budgeting, accounting, auditing rules and regulations under Section 7.
Supersession and effective date
- Section 8 provides that the Circular supersedes other issuances inconsistent with it.
- Section 9 states that the Circular takes effect immediately.
