The Department of Science and Technology (DOST) establishes guidelines to implement the National Greening Program, focusing on technology development, environmental conservation, and collaboration with various agencies to promote sustainable practices and enhance urban greening initiatives.

Questions (DOST MEMORANDUM CIRCULAR NO. 003, S. 2011)

The Memorandum Circular was issued pursuant to Executive Order No. 26 dated February 24, 2011, which directed the implementation of the National Greening Program (NGP) as a government priority and required participating agencies to issue their own guidelines.

DOST is responsible for the development and transfer of appropriate technologies and the promotion of their use through the production of formal and non-formal Information, Education and Communication (IEC) materials.

It is promulgated for the information and guidance of all DOST offices and attached agencies, adopting and prescribing guidelines to implement the NGP.

Poverty reduction, resource conservation and protection, productivity enhancement, and climate change mitigation and adaptation.

PCARRD is the overall coordinator of the project/program under the NGP implementation within DOST.

DOST-NCR is the lead agency for management of the DOST Techno-Ecology Park, collaborating with the PMO composed of the DOST Councils and RDI’s involved in the program.

The Master Plan has three components: (1) Green/environment aspect, (2) Science and Technology component, and (3) Business component.

Examples include: Hydroponics/protected agriculture; Nurseries (Indigenous Forest Trees; Bamboos and other ornamental plants); Butterfly Garden; Fishery/Recreational Fishing; and the DOST Biodiversity Park.

Agencies of DOST are invited to showcase their identified technologies in the DOST compound that support the greening program.

It includes the establishment of Technology Business Incubators (TBIs) for green technologies and the S&T enterprise market; a MOA must be executed by DOST with interested parties, subject to existing budgeting, accounting, and auditing rules and regulations.

DOST shall provide an area and the technology to showcase modern nursery techniques for producing forest tree seedlings.

DENR-ERDB and DENR-NCR are tasked to establish forest nurseries in Zone 10 b inside the DOST compound.

They are the source of planting materials for greening Metro Manila, raising different species of indigenous forest trees and bamboo.

A Memorandum of Agreement (MOA) between DOST and DENR must be executed to this effect.

PCARRD, in coordination with ERDB, shall establish nurseries for planting stock production of bamboo, llang-ilang, and other indigenous trees.

IEC materials support DOST’s responsibilities under E.O. 263 and promote NGP-related greening technologies. PCARRD, through DOST, prepares IEC materials related to the NGP.

The book “Philippines Recommends for Fast Growing Tree Species, Bamboo and Tree Farming” shall be re-printed, and packaging of Information Bulletins on the production of forest trees and bamboos shall be done.

The DOST Secretary appoints a focal person through a Special Order.

The circular takes effect immediately.
