Division of Barangay Tangos
- Section 1 divides Barangay Tangos in the City of Navotas into two (2) distinct and independent barangays.
- The newly created barangays are Barangay Tangos North and Barangay Tangos South (Section 1).
Barangay Tangos North boundaries
- Section 2(1) establishes the territorial boundaries of Barangay Tangos North.
- Barangay Tangos North is bounded:
- On the Northwest (NW) and Northeast (NE), points 1 to 14, by Malabon-Navotas river.
- On the Southeast (SE), points 14 to 18, by the centerline of Ferry #5.
- On the Southwest (SW), points 18 to 44, by the centerline of N. Naval St., and points 44 to pt. of beginning, by Manila Bay (Section 2(1)).
- The technical description fixes the area as 206, 258.6782 square meters, more or less (Section 2(1)).
- The technical description uses the cadastral tiepoint data identified as MMA-3578, PLS-1116, NAVOTAS CADASTRE with coordinates shown in the Act (Section 2(1)).
Barangay Tangos South boundaries
- Section 2(2) establishes the territorial boundaries of Barangay Tangos South.
- Barangay Tangos South is bounded:
- On the Northwest (NW) and Northeast (NE), points 1 to 26, by the centerline of M. Naval St.
- On the Southeast (SE), points 26 to 28, by the centerline of Manalaysay St.
- On the Northeast (NE), points 28 to 29, by the centerline of L. Santos St.
- On the Southeast (SE), points 29 to 39, by lots 4260, 4261, 4264, 4263, and 4252 all of Barangay San Roque, Navotas Cadastral Mapping MCADM 582-D case- 12.
- On the Southwest (SW), points 39 to pt. of beginning, by Manila Bay (Section 2(2)).
- The technical description fixes the area as 166, 949.7434 square meters, more or less (Section 2(2)).
- The technical description uses the cadastral tiepoint data identified as MMA-3578, PLS-1116, NAVOTAS CADASTRE with coordinates shown in the Act (Section 2(2)).
Plebiscite requirement and cost
- COMELEC must conduct and supervise a plebiscite for the division of Barangay Tangos in the City of Navotas (Section 3).
- The plebiscite must be held not later than one hundred twenty (120) days from the effectivity of this Act (Section 3).
- The expenses for the plebiscite must be borne by the City of Navotas (Section 3).
Special election of barangay officials
- The first set of officials of the barangays created under Section 1 must be elected not later than ninety (90) days from the approval by majority of the votes cast in the plebiscite held for the purpose (Section 4).
- COMELEC must conduct and supervise the special elections to be held in Barangays Tangos North and Tangos South in the City of Navotas within sixty (600 days after the ratification of this Act in a plebiscite (Section 4).
- Until the newly elected officials are duly elected and qualified, the incumbent barangay officials of Barangay Tangos must continue to hold office and administer Barangay Tangos North and Barangay Tangos South (Section 4).
- The expenses for the special elections must be borne by the City of Navotas (Section 4).
Transfer of public infrastructure and facilities
- All public infrastructure and facilities for public use existing in the area at the time of the approval of the Act are transferred without cost or compensation to the new barangays (Section 5).
- The transferred public infrastructure and facilities must be administered by the new barangays (Section 5).
Internal Revenue Allotment entitlement
- Every barangay created under the Act is entitled to Internal Revenue Allotment (IRA) shares pursuant to Section 285 of Republic Act No. 7160, as amended, known as the “Local Government Code of 1991” (Section 6).
Legislative signatures and congressional actions
- The Act was approved by Rodrigo Roa Duterte as President of the Philippines (August 23, 2017), with Aquilino “Koko” Pimentel III as President of the Senate and Pantaleon D. Alvarez as Speaker of the House of Representatives.
- The Act states that it originated in the House of Representatives and was passed by the House of Representatives on December 13, 2016, amended by the Senate on May 15, 2017, and the amendments were concurred in by the House of Representatives on May 30, 2017.
