Constitutional basis and regional policy
- Article X, Section 4 of the Constitution provides that the President shall exercise general supervision over local government units.
- The administrative regions are meant to promote efficiency in the Government, accelerate social and economic development, and improve public services.
- The division of Region IV and the transfer of the Province of Aurora are ordered to accelerate social and economic development and improve delivery of public services for provinces and cities comprising Region IV.
Division of Region IV
- Section 1 divides Region IV into Region IV-A and Region IV-B.
- Section 2 establishes Region IV-A as CALABARZON.
- Section 2 lists the provinces and cities that form CALABARZON.
- Section 3 establishes Region IV-B as MIMAROPA.
- Section 3 lists the provinces and cities that form MIMAROPA.
CALABARZON (Region IV-A) composition
- Section 2 provides that CALABARZON is composed of the provinces of Batangas, Cavite, Laguna, Quezon, and Rizal.
- Section 2 provides that CALABARZON includes the following cities:
- Antipolo City
- Batangas City
- Calamba City
- Cavite City
- Lipa City
- Lucena City
- San Pablo City
- Tagaytay City
- Tanauan City
- Trece Martires City
MIMAROPA (Region IV-B) composition
- Section 3 provides that MIMAROPA is composed of the provinces of Marinduque, Mindoro Occidental, Mindoro Oriental, Palawan, and Romblon.
- Section 3 provides that MIMAROPA includes the following cities:
- Calapan City
- Puerto Princesa City
Transfer of Aurora to Region III
- Section 4 transfers the Province of Aurora to and makes it part of Region III.
- Section 4 provides that the Province of Aurora shall form part of Region III following the transfer.
Implementation, supervision, and repeals
- Section 5 directs the Department of the Interior and Local Government to supervise:
- the division of Region IV into Region IV-A and Region IV-B, and
- the transfer of the Province of Aurora to Region III.
- Section 6 repeals or modifies all orders, rules, regulations, issuances, or parts thereof that are inconsistent with Executive Order No. 103.
