Executive Order No. 103 divides Region IV into two regions, IV-A and IV-B, transfers the Province of Aurora to Region III, and assigns the Department of the Interior and Local Government to oversee the implementation of the division and transfer.

To divide Region IV into Region IV-A (CALABARZON) and Region IV-B (MIMAROPA), transfer the Province of Aurora to Region III, and provide for related administrative supervision and implementation.
