Directive on the Use of Coconut Methyl Ester (CME) in Diesel

Lead Agency and Program Coordination
- The Department of Energy (DOE) is designated as the lead implementing agency for the CME-Diesel Program.

- It must develop a strategic plan detailing national goals, policy directions, and monitoring mechanisms for effective program implementation.
Role of the Philippine Coconut Authority (PCA)
- PCA shall incorporate the development of the CME supply chain in its national coconut program.
- PCA, in collaboration with government bodies and the private sector, must formulate programs encouraging investment and technology advances for CME production to meet domestic demand.
Rulemaking and Implementation Guidelines
- The DOE, together with relevant agencies, is responsible for creating and issuing necessary rules and regulations to implement this Circular within thirty (30) days following its effectivity.
Resource Allocation and Compliance
- All government entities subject to this Circular must allocate appropriate resources to facilitate the CME program.
- Implementation must comply with existing auditing and accounting rules and regulations to ensure transparency and accountability.
Repeal of Inconsistent Regulations
- Any prior orders, rules, or regulations inconsistent with this Circular are repealed or modified accordingly to maintain legal coherence.
Severability Clause
- If any provision of this Circular is declared unconstitutional or invalid, such declaration shall not affect the validity of other provisions.
Effectivity
- This Memorandum Circular takes effect fifteen (15) days after publication in at least two (2) newspapers of general circulation, ensuring public awareness and compliance.
