All government departments and agencies are mandated to incorporate a 1% blend of Coconut Methyl Ester in diesel fuel to enhance air quality, support the coconut industry, and promote energy self-reliance.

Q&A (MEMORANDUM CIRCULAR NO. 55)

Under Section 2(a) of Republic Act No. 7638, known as the Department of Energy Act of 1992.

Republic Act No. 8749, known as The Philippine Clean Air Act of 1999.

The use of CME blended with petroleum diesel fuel reduces harmful emissions such as carbon particulates and greenhouse gases, thereby improving air quality.

The Department of Energy (DOE) is the lead implementing agency.

The PCA is directed to include the development of the supply chain for CME in its national program for the coconut industry and to formulate programs that encourage investment and technology for CME production.

Yes, all departments, bureaus, offices, and instrumentalities of the government including GOCCs are directed to provide necessary resources for implementing the CME program subject to existing auditing and accounting rules.

The validity of the other provisions shall not be affected by such declaration.

It took effect fifteen (15) days after its publication in at least two newspapers of general circulation.
