  • The Department of Budget and Management must give priority attention to funding requirements necessary to perform all tasks and functions under the defined program of activities under Section 3.
  • The Home Development Mutual Fund must give priority financial assistance to beneficiaries by providing concessionary rates and express processing through the establishment of a special homebuyer loan window under Section 3.
  • The Department of Agrarian Reform and Local Government Units must provide a special facility to expedite:
    • conversion of land to residential, and
    • issuance of permits for development of the housing project under Section 3.

Funding sources and allowable uses

  • Funding must come from budgetary support to NHA and other funds made available by the national government for the project under Section 4.
  • Funding must be utilized for:
    • the cost of development of the housing sites to produce affordable house and lot packages, with selling prices determined to take into account the target beneficiaries’ financial capabilities under Section 4;
    • the cost of required social and recreational facilities to serve the community needs under Section 4;
    • the water and power connections costs under Section 4; and
    • administrative and other necessary costs to implement the program under Section 4.

Separability, repealing, and effectivity rules

  • If any provision is declared invalid or unconstitutional, the remaining provisions continue to remain valid and subsisting under Section 5.
  • All orders, issuances, or parts inconsistent with the Administrative Order are repealed or modified accordingly under Section 6.
  • The Order takes effect immediately under Section 7.
