The purpose is to direct the National Housing Authority to formulate, implement, and manage a housing program specifically for military and police personnel to provide them and their families with decent and affordable shelter.
The National Housing Authority (NHA) is designated as the lead agency for the implementation of the revitalized Government Employee and AFP/PNP Housing Program.
The project is titled the 'AFP/PNP Housing Project,' aimed at addressing housing needs of low-salaried members of the Armed Forces of the Philippines and the Philippine National Police.
The program involves provision of permanent housing sites for qualified applicants under defined beneficiary selection criteria, development of affordable house and lot packages, and necessary community and infrastructure facilities.
All government departments, agencies, instrumentalities, and government-owned or controlled corporations are directed to provide support and assistance to NHA. This includes priority funding by the Department of Budget and Management, financial assistance from the Home Development Mutual Fund, and facilitation of land conversion and permits by the Department of Agrarian Reform and local government units.
Funding comes from the National Housing Authority’s budgetary support and other national government funds. It is used for development costs of housing sites, social and recreational facilities, water and power connections, and administrative expenses for program implementation.
Under this Order, NHA is authorized to adopt its Community Initiative Approach Program (CIAP) and other applicable financing and procurement programs to ensure timely project implementation in accordance with laws and government regulations.
The Separability Clause provides that if any provision is held invalid or unconstitutional, the other provisions that are not affected remain valid and subsisting.
This Administrative Order took effect immediately upon its publication or filing, specifically dated April 11, 2011.
Executive Order No. 90 designates the National Housing Authority as the government agency responsible for implementing socialized housing under the National Shelter Program, which forms the legal basis for NHA’s role in this AFP/PNP Housing Project.
