It is issued by the President pursuant to powers vested by law and is premised on the policy to improve the welfare of government employees—specifically military and police personnel—by providing decent and affordable shelter, recognizing their sacrifices and the continuing need for housing.
The National Housing Authority (NHA) is the lead agency. It principally carries out the program and reports directly to the President on progress and completion.
The AFP/PNP Housing Project addresses the housing needs of low-salaried members of the AFP and PNP, providing permanent housing sites to qualified applicants under beneficiary selection criteria to be formulated for the program.
It refers to the rules used to determine which applicants qualify for housing under the program. The Order indicates these criteria are formulated for the program (in practice, by the NHA as part of implementation).
The NHA may adopt its Community Initiative Approach Program (CIAP) and other applicable financing and procurement programs to ensure timely implementation and completion, in accordance with applicable laws and government rules and regulations.
Departments/agencies/GOCCs are directed to provide required support. DBM must give priority attention to funding requirements. Pag-IBIG (Home Development Mutual Fund) must extend priority financial assistance, including concessionary rates and express processing via a special homebuyer loan window. DAR and LGUs must expedite conversion of land to residential use and issue permits for development.
It recognizes that under EO 90, the NHA is the agency tasked with housing production and responsible for implementing socialized housing under the National Shelter Program.
Funding may be used for (i) development of housing sites to produce affordable house and lot packages, with selling prices that consider beneficiaries’ financial capabilities; (ii) social and recreational facilities; (iii) water and power connection costs; and (iv) administrative and other necessary costs.

The Order takes effect immediately upon issuance/effectivity as stated. This allows NHA and supporting agencies to begin implementation without waiting for a later date, subject to compliance with applicable laws and procurement/budgetary rules.
NHA is the lead implementing agency and may use CIAP/other financing and procurement programs. Other government agencies provide specified support (funding, loan processing, land conversion, permits), enabling execution of housing site development and related community facilities/utilities.
