- Empowers Professional Regulatory Boards (PRBs), supervised by the PRC, to enforce the Code.

- Authorizes the PRC, after consultations with various Boards, to issue guidelines and enforcement procedures for the Code.
Repealing Clause and Effectivity
- Declares that any executive issuances or orders inconsistent with this Executive Order are modified or repealed.
- States that the Executive Order takes effect immediately upon issuance.
