Definition and Categorization of Government Idle Lands

Establishment of an Inter-Agency Task Force
- An Inter-Agency Task Force is created to facilitate land inventory.
- Composition of the Task Force includes:
- Chairman: Secretary of DILG
- Members: Secretary of DENR, Chairperson of the Housing and Urban Development Coordinating Council, CEO of the Housing and Land Use Regulatory Board, General Manager of the National Housing Authority, Administrator of the National Mapping Resource Information Authority, Administrator of the Land Registration Authority, and Director of the Land Management Bureau.
Functions of the Inter-Agency Task Force
- Ensure timely submission of inventories by government agencies and LGUs by December 2015.
- Review and assess inventories to identify lands suitable for socialized housing and resettlement.
- Submit a list of identified lands to the Office of the President by February 29, 2016.
- Perform additional necessary functions for the Circular's implementation.
Repeal of Inconsistent Issuances
- All prior issuances, orders, rules, and regulations inconsistent with this Circular are repealed or modified accordingly.
Separability Clause
- If any provision is declared invalid or unconstitutional, the remaining provisions remain valid.
Effectivity Clause
- This Circular takes effect immediately upon issuance.
