The Philippine government mandates all national government agencies and instrumentalities to submit an inventory of their idle lands to an Inter-Agency Task Force, which will categorize the lands and identify suitable sites for socialized housing and resettlement areas.

Q&A (MEMORANDUM CIRCULAR NO. 87)

The purpose is to direct all national government agencies and instrumentalities, including government-owned or -controlled corporations, to submit an inventory of their respective idle lands and to create an Inter-Agency Task Force to identify lands and sites suitable for socialized housing.

Republic Act No. 7279, or the Urban Development and Housing Act of 1992.

All National Government agencies, instrumentalities, including government-owned or -controlled corporations, and local government units through the Department of the Interior and Local Government (DILG).

The DILG conducts the inventory through the local government units (LGUs) in urban centers within their respective territories.

They provide access to land records such as approved subdivision plans, surveys, cadastral maps, title information, and abstracts of registry to the DILG and LGUs, subject to legal limitations.

1) Lands owned by government entities idle for the past 10 years. 2) Lands with existing structures that can be set aside for socialized housing. 3) Lands owned by government entities currently inhabited by informal settler families.

It is chaired by the Secretary of the DILG and composed of the Secretary of the DENR, Chairperson of the Housing and Urban Development Coordinating Council, CEO of the Housing and Land Use Regulatory Board, General Manager of the National Housing Authority, Administrator of the National Mapping Resource Information Authority, Administrator of the LRA, and Director of the Land Management Bureau.

1) Ensuring timely submission of inventories by government entities and LGUs. 2) Reviewing and assessing submitted inventories to identify suitable lands for socialized housing. 3) Submitting a list of identified government lands to the Office of the President. 4) Performing other necessary functions for implementation.

By the end of December 2015 to meet the timeline for the preliminary report of the National Summit on Housing and Urban Development.

On or before February 29, 2016.

All such issuances, orders, rules, and regulations or parts thereof are repealed and/or modified accordingly.

The other provisions unaffected shall remain valid and subsisting under a separability clause.

It took effect immediately upon issuance, December 1, 2015.
