Coverage of the Program
- Encouragement for executive departments, including government-owned and controlled corporations and public training institutions, to collaborate with DAP.
- Local government units, judiciary, legislative and constitutional bodies may apply for credit equivalencies.
- Private training institutions and individuals may also apply for accreditation and equivalency.
Modes of Accreditation
- Accreditation confirms that a course meets DAP standards and may substitute equivalent graduate subjects.
- Three accreditation modes: a) DAP-managed training b) Agency-managed training and public/private institution courses c) Equivalency for prior professional experience
Accreditation of DAP-managed Training
- Credits based on subject matter and training duration.
- Unit credit formula:
- 1 unit for 24 hours of training
- 2 units for 40 hours
- 3 units for 56 hours or longer
- Maximum of 18 units of major master's courses may be accredited.
Accreditation of Agency-managed and Private Institution Training
- Requires prior application for accreditation before training conduct.
- Accreditation granted by course.
- Same unit credit system as DAP training.
- Maximum of 15 units of master's major courses may be accredited.
Accreditation of Equivalency for Prior Professional Experience
- Credit granted based on applicant's organizational position.
- Undersecretaries or equivalents receive credit for major master's subjects.
- Directors III and above may receive credits at the Dean's discretion after interview.
- DAP sets additional requirements for master's degree conferment.
Individual Application for Accreditation
- Individuals may apply for credit for DAP-accredited courses or previous graduate subjects.
- Limited to 3 units for non-core subjects.
- Credit assignment subject to DAP assessment and Dean's approval.
Funding Provisions
- Government to provide sufficient funds as counterpart to establish a Trust Fund for the program.
- Department of Budget and Management to determine the funding amount with DAP consultation.
- DAP to submit annual reports to the Office of the President on program achievements.
Government Human Resource Development Fund
- All departments and agencies to set aside 0.1% of their Personal Services budget for competency development.
- Fund to be used for accreditation application, training participation, and other competency development activities.
Implementing Rules and Regulations
- DAP, with relevant agencies and stakeholders, shall issue necessary implementing rules immediately.
Effectivity Clause
- The Executive Order takes effect upon publication in a national newspaper.
