Question & AnswerQ&A (EXECUTIVE ORDER NO. 910)
The main purpose of Executive Order No. 910 is to institutionalize an accreditation and equivalency program under the Development Academy of the Philippines (DAP) for management and development-oriented training and related courses conducted by government agencies and other public and private training institutions towards a graduate degree.
The Development Academy of the Philippines (DAP) is primarily tasked with establishing the accreditation and equivalency system for management and development-oriented training under its graduate degree program.
The objectives are to support the government's goal to professionalize public managers, recognize quality course offerings and award graduate degree credit, foster coherence of career development policies and programs, and promote efficient use of government resources for training and human resource development.
All departments and agencies including government-owned and controlled corporations, public training institutions under the executive department, local government units, public training institutions under legislative, judiciary, and constitutional bodies, private training institutions, and individuals may apply for accreditation and equivalency of their programs.
The three modes of accreditation are: (a) accreditation of DAP-managed training, (b) accreditation of agency-managed training and/or courses offered by public and private training institutions, and (c) accreditation of equivalency for prior professional experiences.
Credits are awarded based on subject matter and training duration: one unit for 24-hour training, two units for 40-hour training, and three units for 56 hours or longer. A maximum of 18 units of major courses of the DAP master's program may be accredited.
Government agencies, including government-owned and controlled corporations and other institutions, must apply for accreditation of their specific training or course offering prior to conducting the course or training. Accreditation is granted on a per-course basis.
Agency-managed training courses may be accredited for a maximum of 15 units of major courses in the DAP master's program, with the same credit per duration ratios as DAP-managed training.
Yes, prior professional experience may be credited based on the applicant’s organizational position. For instance, individuals who have served as Undersecretary or equivalent are given credit for major subjects; Directors III and higher may receive credits at the Dean's discretion after an interview.
The government shall provide a Trust Fund as counterpart funding for institutionalizing the program, determined by the Department of Budget and Management. Additionally, all departments and agencies are directed to allocate 0.1% of their Personal Services budget from their Maintenance and Other Operating Expenses for competency development, which will be charged to the Government Human Resource Development Fund.
