- Regional implementing officers must be able to call upon or harness and utilize manpower and other resources of other government agencies in the particular region.

- Regional implementing officers must ensure effective and speedy prosecution of projects or programs by directing cooperation among relevant offices in the area.
Reporting and presidential/system accountability
- Regional implementing officers must submit progress and accomplishment reports on the programs and projects periodically.
- Regional implementing officers are directly responsible to the President as part of the “Do Tank” corps of regional implementors or managers.
- Regional implementing officers must indicate to the President or the Cabinet or a member of the Cabinet the problems that block or delay a project or program.
- Regional implementing officers must accompany problem reports with suggesting possible solutions to problems that block or delay implementation.
Mobility, inspection duties, and ongoing oversight
- Regional implementing officers must be constantly travelling to inspect and check the progress of programs and projects in their respective areas.
- Regional implementing officers must conduct inspection activities aimed at identifying issues that block or delay project or program implementation.
- The supervision model includes an intended later assignment of an overall supervisor to oversee and supervise the action or implementing officers.
Organizational preparation and budget requirements
