Its purpose is to organize and staff a “Do Tank” by appointing/designating regional implementing officers who will ensure speedy and effective implementation of specific reform programs and other vital projects, including regular progress and accomplishment reporting.

They are required to prepare the organization envisioned and the corresponding budgetary requirements for it.

They can call upon/harness manpower and resources of other government agencies in the region to achieve program objectives, especially where projects involve multiple offices.
