Koronadal as SOCCSKSARGEN Regional Center

Executive Order No. 304 is anchored on the policy of the State to institute changes in the administrative structure of government under the opening “WHEREAS” clauses.
Section 1 directly addresses the need created by Executive Order No. 36 dated September 19, 2001, which reorganized Region XII as SOCCSKSARGEN Region under the recitals.
Executive Order No. 36 is identified as reorganizing SOCCSKSARGEN Region into the Province of North Cotabato, Sarangani, South Cotabato, Sultan Kudarat, and the Cities of Cotabato, General Santos City, Kidapawan City, Koronadal City, and Tacurong City.
Executive Order No. 304 is expressly motivated by the fact that Executive Order No. 36 did not specify the regional seat of SOCCSKSARGEN Region under the recitals.

Executive Order No. 304 declares the State policy to adjust administration structures based on changing requirements of the country and administrative regions under the recitals.
The Order is designed to designate a regional center and seat for SOCCSKSARGEN Region to improve government operations and services under the recitals.

Section 1 designates Koronadal City as the Regional Center and Seat of SOCCSKSARGEN Region.
Section 1 establishes the specific city that serves as the centralized location of the region’s government seat for SOCCSKSARGEN Region.

Section 2 requires that all departments, bureaus and offices of the National Government in SOCCSKSARGEN Region transfer their regional seat of operations to Koronadal City.
Section 2 applies to national government units operating within SOCCSKSARGEN Region, directing their operational seat to be located in Koronadal City.

Section 3 revokes, amends, or modifies all executive orders, issuances, rules and regulations that are inconsistent with Executive Order No. 304.
Section 3 ensures that conflicting administrative arrangements are displaced to the extent of inconsistency.

The Order is done in the City of Manila on March 30, 2004 under the concluding clause.
The Order bears the signature of GLORIA MACAPAGAL-ARROYO, with ALBERTO G. ROMULO signing as Executive Secretary under the signature blocks.
