QuestionsQuestions (EXECUTIVE ORDER NO. 304)
To designate Koronadal City as the regional center and seat of the SOCCSKSARGEN Region and to require the transfer of the regional seats of operations of national government offices within the region to Koronadal City.
EO No. 304 is linked to Executive Order No. 36 (September 19, 2001), which reorganized Region XII as the SOCCSKSARGEN Region but did not specify the regional seat.
Koronadal City.
That Koronadal City is the official location where the region’s central/regional administrative functions and offices should be situated, serving as the hub for regional government operations.
All departments, bureaus, and offices of the National Government in the SOCCSKSARGEN Region.
EO No. 36 created the SOCCSKSARGEN Region and defined its provinces and cities; EO No. 304 completes this by designating Koronadal City as the regional seat.
Provinces: North Cotabato, Sarangani, South Cotabato, Sultan Kudarat. Cities: Cotabato City, General Santos City, Kidapawan City, Koronadal City, and Tacurong City.
It revokes, amends, or modifies any executive orders, issuances, rules, and regulations that are inconsistent with EO No. 304.
It shall take effect immediately upon approval of the Order.
It was done in the City of Manila on March 30, 2004, as indicated in the “Done in the City of Manila” portion.
Signed by President Gloria Macapagal-Arroyo; Executive Secretary Alberto G. Rómulo.
It imposes operational obligations as well—Section 2 requires all national government departments, bureaus, and offices in the region to transfer their regional seat of operations to Koronadal City.
It provides context that the change is meant to improve government operations and services; this can guide interpretation if issues arise regarding the scope or implementation of the seat transfer.
