Objective of the Anchorage Grounds Designation
- To establish and define specific anchorage grounds at terminal ports in Bataan
- Aims to improve monitoring and regulation of marine operations
- Ensures smooth vessel traffic flow within these areas
Designation and Location of Anchorage Grounds
- Anchorage grounds designated as per Annex "A" of the order
- Applies specifically to terminal ports of Lamao and Mariveles in Bataan
Restrictions on Vessel Anchorage and Positioning
- Vessels prohibited from anchoring or lying in approaches to private ports in Bataan
- Minimum distance of 0.25 nautical miles required between anchored/moored vessels
Prohibitions on Anchorage within Fairways
- Anchorage and obstruction prohibited within fairways defined by precise geographic coordinates
- East/West approaches to Lamao Pier cover an area defined by four sets of coordinates, extending 3 nautical miles
- North/South approaches to Lamao Pier cover an area defined by four sets of coordinates, extending 2 nautical miles
- Restrictions aimed at protecting ferry routes to Manila and access for cargo vessels/tankers
- Maximum vessel speed in this area limited to 6 knots
- Precautionary area with a radius of 400 meters established at a specified coordinate
Clearance Requirements for Vessels
- Vessels anchoring or berthing in Lamao anchorage, including nearby private ports, must secure entrance and departure clearances
- Clearance to be obtained from the PPA Terminal Management Office based in Lamao, Limay, Bataan
Fishing Prohibitions
- Fishing banned within 3 nautical miles from shorelines between Cabcaben Point and Quitang Point in Limay
Compliance with Previous PPA Memorandum Circulars
- Provisions of PPA MC No. 11-96 regarding anchorage grounds at PMO baseports apply
- All concerned parties must adhere to relevant provisions
Distribution and Notice of the Memorandum Circular
- Copies furnished to key stakeholders including:
- Commandant, Philippine Coast Guard
- Director, Coast & Geodetic Survey, NAMRIA
- Presidents of United Harbor Pilots' Association, Domestic Shipowners' Association, and Philippine Interisland Shipowners Association
- All Philippine Ports Authority Port District Offices and Port Management Offices
Repealing Clause
- All prior PPA orders, regulations, circulars, and memoranda inconsistent with this order are repealed or modified

- Order takes effect immediately upon issuance on July 7, 1997
