Powers and Functions of OTS

  • Assume the functions of the National Civil Aviation Security Committee (NCASC) and other related powers.
  • Operational control and supervision over law enforcement units securing transportation systems, excluding motor vehicles in land transport, with cooperation from respective agencies.
  • Responsibility for security operations including passenger, baggage, and cargo screening, and management of security personnel.
  • Coordination with government agencies to develop and implement security plans, policies, strategies, and programs.
  • Regular examination, audit, and establishment of performance standards for security personnel, equipment, and facilities.
  • Preparation of security manuals and master plans regulating operation and security procedures.
  • Prescribe security and safety standards in compliance with laws and international conventions.
  • Issue and amend Transportation Security Regulations with Secretary of DOTC approval.
  • Enlist government agency assistance, including personnel and resources.
  • Coordinate with law enforcement on investigations and prosecutions related to transportation security breaches.
  • Perform other functions as directed by the Secretary of DOTC.

Role and Composition of the National Civil Aviation Security Committee (NCASC)

  • Acts as advisory and consultative body to the Secretary of DOTC on civil aviation security.
  • Transferred from the Department of the Interior and Local Government to the DOTC.
  • Composed of key government officials from relevant agencies, law enforcement, intelligence, and airport authorities.
  • OTS serves as the Secretariat of the NCASC.
  • Qualified DILG personnel may transfer to OTS for secretariat duties.

Creation of Additional Security Committees
