To designate the Office for Transportation Security (OTS) as the single authority responsible for the security of the transportation systems of the country, expand its powers and functions, and provide for related matters.
The Office for Transportation Security (OTS).
Civil aviation; sea transport and maritime infrastructure; and land transportation, including rail system and infrastructure.
It requires implementation of ICAO Annex 17 security standards and related documents, including the Security Manual and the National Civil Aviation Security Programme (NCASP).
The International Ship and Port Facility Security (ISPS) Code under the International Maritime Organization.
A National Security Programme for Sea Transport and Maritime Infrastructure.
A National Security Programme for Land Transportation, Rail System and Infrastructure.
OTS is to assume the functions of the National Civil Aviation Security Committee (NCASC) enumerated in Section 4 of EO 277, subject to EO 311’s Section 3.
OTC exercises operational control and supervision over security units and personnel providing security services in transportation systems except for motor vehicles in land transportation, to be handled jointly with the heads of the bureaus/agencies to which they belong.
Transportation security operations, including security screening of passengers, baggage, and cargoes.
It has responsibility for hiring, retention, training, and testing of security screening personnel.
OTS must examine and audit transportation security personnel, equipment, and facilities, then establish continuing performance standards for them, including for training.
A security manual/master plan or programme prescribing rules for efficient and safe operation of all transportation systems, including security screening procedures, prior screening/profiling for security access passes, and security clearance levels for OTS/DOTC personnel and other government agencies.
It acts as an advisory body and consultative forum to the Secretary of the DOTC on matters relative to civil aviation security.
Initial operation and administration are chargeable against funds for the purpose and other recommended sources by DBM; thereafter, appropriations for OTS are included in DOTC budget proposals.
Within ninety (90) days from the effectivity of the Executive Order, subject to the approval of the Secretary of the DOTC.
EO 311 modifies Executive Order No. 277 dated January 30, 2004. All other inconsistent orders, rules, regulations, and issuances or parts thereof are repealed or modified accordingly.
