Documentary Requirements for Contract Processing
- Employment contract must be duly authenticated or verified by the Philippine Consulate General in Hong Kong.
- Approved visa must be presented.
- Pre-Departure Orientation Seminar (PDOS) certificate issued by POEA is mandatory.
Pre-Departure Orientation Seminar (PDOS) Procedures
- All workers must undergo PDOS before contract processing.
- Special PDOS sessions were scheduled for October 28-30 and November 4, 1991.
- Recruitment agencies are urged to register their recruits promptly.
- PDOS scheduling is on a first-come, first-served basis.
Licensed Recruitment Agencies and Undertakings
- Agencies with valid accreditation prior to Memo Circular No. 46 (Series 1991) are allowed to process contracts under this circular.
- Agencies must submit an Affidavit of Undertaking along with that of the Hong Kong agency committing to:
a) Limit placement fees to a maximum of PHP 5,000.
b) Airfare to be shouldered by the employer.
c) All documentary requirements provided free by the employer.
d) No salary deductions except compulsory legal contributions.
Restrictions After November 5, 1991
- Employment contracts submitted after November 5, 1991 will be processed only under the guidelines of Memorandum Circular No. 46 dated September 10, 1991.
- This applies regardless of whether contracts were attested before or after September 1, 1991.
Effective Date
- This Memorandum Circular took effect immediately upon issuance on October 23, 1991.
