Q&A (POEA MEMORANDUM CIRCULAR NO. 56)

The POEA shall process contracts for Hongkong-bound domestic helpers until 5 November 1991.

1. Employment Contract duly authenticated/verified by the Philippine Consulate General in Hongkong; 2. Approved visa; and 3. PDOS Certificate issued by the POEA.

PDOS stands for Pre-Departure Orientation Seminar, which must be attended by all workers prior to contract processing. It is a mandatory seminar organized by the POEA to prepare workers before deployment.

They must have valid accreditation of their principals prior to the effectivity of Memorandum Circular No. 46 and submit an Affidavit of Undertaking alongside the Hongkong agency's affidavit fulfilling specified conditions such as fee limits, employer responsibilities, and salary deductions.

The maximum placement fee that can be collected is P5,000.00.

The employer shall shoulder all airfare costs.

All documentary requirements must be provided free of charge by the employer.

No deductions shall be made from the regular salary other than the compulsory contributions prescribed by law.

Contracts submitted after 5 November 1991 shall be accepted strictly under the guidelines set forth in Memorandum Circular No. 46 dated 10 September 1991.
