Legal basis and census mandate
- Section 2(a) of Commonwealth Act No. 591 authorizes the Bureau of the Census and Statistics (now the NSO) to collect population information and conduct population censuses for statistical purposes.
- Executive Order No. 121 (issued January 30, 1987) designates the NSO as the major statistical agency responsible for general-purpose statistics and censuses and surveys.
- Presidential Proclamation No. 1346 enjoins departments, government agencies including government-owned or controlled corporations, and local government units to implement plans and directives for POPCEN 2007, through the NSCB’s designated coordinating role.
- Batas Pambansa Blg. 72, Section 8 requires presidential proclamation before final population counts are considered official for all purposes.
Declared purpose and intent
- Proclamation No. 1489 declares the results of the 2007 Census of Population official for all purposes, including counts at the region, province, city, municipality, and barangay levels.
- Proclamation No. 1489 sets the official reference population of the Philippines as of August 1, 2007 for all required governmental uses.
Reference date and census period
- The 2007 Census of Population was conducted by the NSO in August to September 2007.
- August 1, 2007 is the reference date for the population count.
- The proclamation establishes the total population as of August 1, 2007 at 88,574,614 persons.
Scope of official results
- Proclamation No. 1489 covers the population results for the entire Philippines, including each region, province, city, municipality, and barangay.
- The official counts are the population of each such political/administrative unit as shown in the designated census listing.
- The proclaimed official results include the total population of the Philippines and the population counts for each local administrative unit.
Incorporation of annexed census results
- Proclamation No. 1489 incorporates by reference the document titled “2007 Census of Population by Province, City/Municipality and Barangay”.
- The incorporated census listing is designated as Annex “A”.
- Annex “A” is made an integral part of Proclamation No. 1489.
