Commonwealth Act No. 591, Section 2(a) (approved on August 19, 1940), authorizes the Bureau of the Census and Statistics (now NSO) to collect by enumeration, sampling, or other methods statistics concerning population.

Presidential Proclamation No. 1346 declared August 2007 as National Census Month and enjoined all departments and other government agencies, including GOCCs and LGUs, to implement POPCEN 2007 operational plans and directives of the NSCB/NSO.
The NSCB was designated as the National Census Coordinating Board for POPCEN 2007, through the NSO.
It was conducted in August to September 2007, with August 1, 2007 as the reference date.

Annex “A” is marked and made an integral part of the proclamation, containing the 2007 Census of Population by province, city/municipality, and barangay.
