Policy basis for port zoning
- PPA is mandated to establish, develop, regulate, manage, and operate a rationalized national port system supporting trade and national development.
- Port zone delineation under PPA aims to redirect and reorganize port administration for full development of port districts.
- The Port of Palompon in Palompon, Leyte is declared to be one of the country’s major and busiest ports.
- The order is issued to define the Palompon port zone for planning and development of necessary port facilities to support regional shipping trade demands.
Port of Palompon jurisdiction boundaries
- The territorial jurisdiction of the Port of Palompon, located in the Municipality of Palompon, Province of Leyte, is delineated and established in Section 1.
- The boundary is established by a survey description beginning at point marked 1 on the plan, defined as N. 00 deg. 24a2 E., 302.29 m. from BLLM No. 1, Palompon Cadastre, followed by successive courses to points 2 through 21 and then returning to the point of beginning.
- The delineated area covers TWO HUNDRED TWO THOUSAND ONE HUNDRED FIFTY-FIVE (202,155) SQUARE METERS, more or less.
- The delineation is treated as the defined “port of Palompon” territorial jurisdiction for purposes of administration under the order.
PPA administrative jurisdiction and role
- The Palompon Port zone, as delineated in Section 1, is placed under the administrative jurisdiction of the PPA (Section 2).
- PPA must implement a program for proper zoning, planning, development and utilization of the port.
- PPA’s implementation must be consistent with the regional industrial plans of the government.
Effect of inconsistencies, separability, and repeal
- All issuances, orders, rules, and regulations, or parts thereof, inconsistent with Executive Order No. 144 are repealed, amended, or modified accordingly (Section 3).
- If any provision of Executive Order No. 144 is declared invalid or unconstitutional, the remaining provisions not affected continue to remain valid and subsisting (Section 4).
