Previous FMD-Free Zone Declarations
- Mindanao, Visayas, Palawan, and Masbate were declared FMD Free Zones without vaccination by the OIE in 2001 and 2002.
- Provinces in Regions II, IV-B, and V in Luzon were declared FMD Free Zones without vaccination in 2004.
- In 2005, Region I, Cordillera Administrative Region (CAR), and Aurora in Region III were declared FMD Free Zones with vaccination.
- CAR, Aurora, and Ilocos Norte were upgraded to FMD Free Zones without vaccination in 2006.
- Regions III (except Aurora), IV-A, and the National Capital Region (NCR) were declared FMD Protected Zones in 2006.
Commitment of Regional and Local Governments
- Regional and local government units in these areas have demonstrated commitment to eradicate FMD.
- They comply with policies set by the National FMD Task Force under the Bureau of Animal Industry.
Evidence of FMD Absence in Luzon
- No evidence of FMD infection detected in Luzon for 24 consecutive months.
- Confirmed through serological examinations by the National FMD Diagnostic Laboratory.
Declaration of FMD Free Zones with Vaccination
- The Secretary of Agriculture declares Regions III (except Aurora), IV-A, and NCR in Luzon as FMD Free Zones where vaccination is practiced.
- This declaration applies under the authority of existing laws.
Continuation and Upholding of Previous Orders
- Upholds Administrative Orders 15 (2004), 36 (2005), and 18 (2006).
- Maintains policies on vaccination and movement controls for FMD susceptible animals.
- Supports preparation for a vaccination exit strategy.
Effectivity and Filing
- This Order shall take effect 15 days after filing three copies with the UP Law Center.
