Republic Act No. 11855 establishes campuses of the Davao del Norte State College in Carmen, Sto. Compliance with Higher Education Standards

  • Campuses required to meet minimum operational and program requirements as prescribed by the Commission on Higher Education (CHED).

Asset, Personnel, and Property Integration

  • Transfer of all assets, personnel, records, and liabilities of the campuses to DNSC.
  • Protection of the positions, rights, and security of tenure of staff under existing laws maintained.
  • Government-owned lands occupied by the campuses declared property of DNSC and to be titled in DNSC’s name.
  • Provisions for reversion of land to local government or Republic if DNSC ceases to exist or does not need the land.

Governing Charter and Legal Framework

  • Republic Act No. 8292 (Higher Education Modernization Act of 1997) integrated as part of DNSC’s governing charter.
  • All applicable powers, functions, privileges, and responsibilities of state colleges and their officials conferred upon DNSC and its officials.

Appropriations and Funding

  • Financial requirements to implement the Act included in the annual General Appropriations Act.

Severability Clause

  • Invalid or unconstitutional parts of the law do not affect the validity and enforceability of other provisions.

Repealing Clause

  • Laws, presidential decrees, executive orders, and regulations inconsistent with this Act are repealed or modified accordingly.

Effectivity

  • The law takes effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.
