Financial Assistance and Loan Provisions
- Development Bank of the Philippines to allocate ₱10 million annually for 10 years for dairy industry loans.
- Loans available to processing plants, dairy farmers, and farmers raising cows, goats, and caraballa for dairy purposes.
- For half of the allocated funds, loan maximum limited to the value of ten milking cows per borrower.
- No loans granted within three months before elections.
Powers and Duties of the Bureau of Animal Industry
- Promotion and development of caraballa, cattle, and goat dairying.
- Establishment of dairy breeding farms, herd improvement associations, and artificial insemination centers nationwide.
- Propagation and distribution of dairy livestock offspring on a 50-50 sharing basis between government and dairy farmers.
- Government’s share of offspring to be sold or disposed of similarly.
- Issuance of plans, programs, and dissemination of information to assist dairy farmers.
- Provision of technical assistance to dairy farmers and related agencies.
- Definition of dairy development districts and specification of allowable dairy breeds.
- Establishment, operation, and eventual sale of milk collection centers, chilling centers, processing plants, and marketing aid services.
- Importation and sale of dairy animals with pricing not below book value.
- Staffing and personnel provision subject to Civil Service and relevant regulations.
- Authority to perform all functions necessary to implement the Act.
Appropriations and Funds
- ₱15 million allocated from the National Treasury as a dairy revolving fund for implementation by the Director of Animal Industry.
- Immediate availability of funds upon Act approval.
Rulemaking Authority
- Director of Animal Industry, with Secretary of Agriculture and Natural Resources’ approval, to promulgate implementing rules and regulations.
Dairy Research and Training Fund
- Annual appropriation of ₱1 million for dairy research and manpower training.
- Fund allocated to the Dairy Training and Research Institute under the University of the Philippines' academic supervision.
- Income generated by the institute can be used until fully expended.
Reporting Requirements
- Annual reports on plans, accomplishments, and expenditures to be submitted by the Director of Animal Industry.
- Reports addressed to the President and all Members of Congress.
Effectivity Clause
- The Act takes effect immediately upon approval.
