The Government of the Philippines declares it a policy to promote and encourage the development of the dairy industry to achieve self-sufficiency in milk and dairy products and to improve the health and standard of living of the people.

The Development Bank of the Philippines shall set aside and make available annually ten million pesos for a period of ten years to loan to processing plants, dairy farmers, and farmers raising cows, goats, and caraballa for dairy purposes.

For one-half of the said sums, the maximum amount of loans granted under this Act shall not exceed the value of ten milking cows for each borrower.

The Bureau is tasked to promote and develop caraballa, cattle, and goat dairying; establish breeding farms and artificial insemination centers; issue programs and information on dairy farming; extend technical assistance; define dairy development districts; establish and operate milk collection and processing plants; import dairy animals; provide personnel; and perform other necessary functions to implement the Act.

The offspring shall be distributed on a fifty-fifty sharing basis to prospective dairy farmers and farms. The first born and every other offspring thereafter automatically belong to the Government, which will sell or dispose of its share similarly.

Fifteen million pesos are appropriated out of any funds in the National Treasury to constitute a dairy revolving fund, to be expended by the Director of Animal Industry.

The Director of Animal Industry, subject to the approval of the Secretary of Agriculture and Natural Resources, shall promulgate the necessary rules and regulations.

An annual appropriation of one million pesos is allocated for dairy research and training, to be used by the dairy training and research institute under the academic supervision of the University of the Philippines.

At the end of each fiscal year, the Director of Animal Industry must submit a report covering plans, accomplishments, and expenditures under this Act to the President of the Philippines and each member of Congress.
