Creation of Zamboanga Del Norte and Sur

Section 2 sets the capital of Zamboanga del Norte as Dipolog.
Section 2 sets the capital of Zamboanga del Sur as Pagadian.
Section 3 applies the provisions of law applicable to regularly organized provinces to Zamboanga del Norte and Zamboanga del Sur, except as otherwise provided.

Section 4 provides that the elective provincial officials of the present Province of Zamboanga elected at the last general election shall continue to govern Zamboanga del Norte until their successors are elected in the next general election and qualified.
Section 4 states that the provincial governor, provincial treasurer, and provincial fiscal of Zamboanga del Norte continue receiving the salaries they receive at the time of approval of the Act until a new readjustment of salaries is effected under existing law.
Section 4 requires that, in any salary readjustment, all personnel of the two provinces must receive the minimum salary or compensation provided by the Minimum Wage Law.

Section 5 directs the President of the Philippines, with the consent of the Commission on Appointments, to appoint the first provincial governor and members of the provincial board of Zamboanga del Sur.
Section 5 provides that these appointed officials hold office until their successors are elected at the next general election and have qualified.

Section 6 requires that, upon approval of the Act, the funds, assets, other properties, and obligations of the Province of Zamboanga be divided equitably between Zamboanga del Norte and Zamboanga del Sur.
Section 6 provides that the division is to be made by the President of the Philippines upon the recommendation of the Auditor General.

Section 7 provides that the cities of Basilan and Zamboanga form part of the representative district of Zamboanga del Sur.
Section 8 provides that the present representative for Zamboanga continues to represent:
- Zamboanga del Norte,
- Zamboanga del Sur, and
- the cities of Basilan and Zamboanga,
  until the expiration of his term of office.
