Republic Act No. 711 divides the Province of Zamboanga into two separate provinces, Zamboanga del Norte and Zamboanga del Sur, with designated capital cities and provisions for the continuity of provincial officials, appointment of new officials, division of funds and assets, and representation in the representative district.

The elective provincial officials of the former Province of Zamboanga elected in the last general election continue to govern Zamboanga del Norte until their successors are elected and qualified in the next general election.

All personnel of the two provinces should receive the minimum salary or compensation provided by the Minimum Wage Law.

The provincial governor, provincial treasurer, and provincial fiscal of Zamboanga del Norte.

The first provincial governor and members of the provincial board of Zamboanga del Sur shall be appointed by the President with the consent of the Commission on Appointments.

They hold office until their successors are elected at the next general election and have qualified.

Upon approval, the funds, assets, other properties, and obligations of the Province of Zamboanga must be divided equitably between the two new provinces by the President upon the recommendation of the Auditor General.

The cities of Basilan and Zamboanga are stated to form part of the representative district of Zamboanga del Sur.

The present representative for Zamboanga continues to represent Zamboanga del Norte, Zamboanga del Sur, and the cities of Basilan and Zamboanga until the expiration of his term of office.

It takes effect upon its approval (June 6, 1952).

The statute assigns the division of the former province’s funds, assets, properties, and obligations to the President, based on the Auditor General’s recommendation, to ensure an equitable division between the two new provinces.
