Policy and purpose statements
- The decree declares that self-reliant communities are a must in line with intensified governmental development projects to hasten economic development across the country.

Creation and territorial composition
- Section 1 detaches and separates Barangays Gatub and Bagong Kahayag from the Municipality of Kumalarang.
- Section 1 detaches and separates Barangays Lakewood, Bolalawan, Sebugay, Bisuangan, Lokoan, Backing, Dagum, Sapang Pinolis, Tubod, Gasa, Tiwales, and Matalang from the Municipality of Lapuyan.
- Section 1 constitutes these detached barangays into a distinct and independent municipality to be known as the Municipality of Lakewood in the province of Zamboanga del Sur.
- Section 1 provides that the seat of government of the Municipality of Lakewood shall be in Barangay Lakewood.
Coverage of existing municipal laws
- Section 2 provides that, except as otherwise provided, all provisions of law applicable to regular municipalities apply to the Municipality of Lakewood.

Continuity of officials and interim government
- Section 3 provides that the present elective municipal officials of the Municipality of Lanuyan shall continue performing their duties in the new Municipality of Lakewood until the next step for officials is implemented.
- Section 3 provides that municipal officials of the Municipality of Lakewood shall be appointed by the President after the decree’s effectivity.
- Section 3 states that officials appointed by the President shall hold office until their successors are elected in the regular elections for municipal officials following the issuance of this Decree, and shall have qualified, unless removed sooner.

Transfer of financial obligations, funds, assets, and property
- Section 4 provides that upon the decree’s effectivity, the proportionate share of Lakewood in the obligations, funds, assets, and other property of the former municipalities shall be transferred.
- Section 4 states that the transfer shall be made by the President.
- Section 4 requires the transfer to be done upon the recommendation of the Commission on Audit.
Repeal and modification; immediate effect
- Section 5 repeals or modifies all laws or parts of laws and all executive orders or regulations that are inconsistent with the decree.
- Section 6 provides that the decree takes effect immediately.
