Boundaries and Geographic Description
- North boundary: Municipality of Busuanga-Coron Island, including Concepcion and Salvacion in the Calamian Island Group.
- South boundary: Municipality of Bacuit-Taytay and Linapacan area.

Ratification and Plebiscite
- The municipality shall come into existence only after ratification by majority vote in a plebiscite.
- The plebiscite is to be conducted within 180 days after the Act’s approval.
- Commission on Elections (COMELEC) is tasked with conducting and supervising the plebiscite.
- Funding for the plebiscite comes from the COMELEC’s appropriations under the General Appropriations Act.
Election and Organization of Local Government
- Upon plebiscite approval, the first local officials (mayor, vice mayor, members of the Sangguniang Bayan) shall be elected during the next scheduled regular election.
- The municipality is deemed duly organized upon the assumption of office by these elected officials.
Repeal and Amendment of Conflicting Laws
- All existing laws, decrees, executive orders, or regulations inconsistent with this creation are repealed or amended accordingly.
Effectivity and Publication
- The Act becomes effective upon its publication in at least two newspapers of general circulation.

- Approved by the President of the Philippines and signed by the Senate President and Speaker of the House.
- Originated and passed by the House and Senate on December 9, 1991, and December 3, 1991, respectively.
- Approved by President Corazon C. Aquino on February 19, 1992.
