The seat of government of the Municipality of Culion shall be in Barangay Balala.

The Municipality of Culion is bounded on the north by the Municipality of Busuanga-Coron Island with Concepcion and Salvacion in the Calamian Island Group; on the south by the Municipality of Bacuit-Taytay and Linapacan area; on the east by the South China Sea; and on the west by the Cuyo West Pass.

The Municipality of Culion begins to exist upon ratification by the majority of votes cast in a plebiscite conducted in the affected areas within 180 days after the approval of Republic Act No. 7193.

The Commission on Elections (COMELEC) is responsible for conducting and supervising the plebiscite.

The expenses for the plebiscite shall be paid out of the appropriations provided for the Commission on Elections under the annual General Appropriations Act.

After the approval of the creation of the Municipality in the plebiscite, the first mayor, vice-mayor, and members of the sangguniang bayan shall be elected in the next regular election of local officials.

The new Municipality of Culion is considered duly organized upon the assumption of office of the first set of elected local officials.

All laws, decrees, executive orders, or regulations contrary to or inconsistent with Republic Act No. 7193 are repealed or amended accordingly.

Republic Act No. 7193 took effect upon its publication in at least two newspapers of general circulation.
