Creation of the Bicol CARE Commission (B CARE C) - Section 1
- Established to replace NDCC as clearing house for CARE-related claims and requests.
- Focuses on integrated relief, rehabilitation, resettlement, recovery, livelihood, and development efforts.
Mandate of B CARE C - Section 2
- Ensures judicious and effective use of funds allocated for typhoon victims.
- Prioritizes and monitors rehabilitation projects and programs.
- Approves and endorses claims and requests to Department of Budget and Management (DBM) for fund release.
Powers of B CARE C - Section 3
- Generate proposals from implementing agencies.
- Coordinate hazard mapping with Department of Environment and Natural Resources (DENR).
- Collaborate with the Bicol River Basin Management Project Office.
- Monitor projects related to typhoon-affected areas for prompt execution.
- Recommend cohesive strategies for improved rehabilitation.
- Coordinate with national/local officials and accredited NGOs.
- Mobilize support from government, civil society, and donors.
- Formulate policies for current and future CARE fund utilizations.
Composition of B CARE C - Section 4
- Chaired by NDCC Chairman.
- Members include Secretaries of Agriculture, Agrarian Reform, Social Welfare and Development, Budget and Management, Education, Health, Public Works and Highways.
- Includes Chairman of Commission on Higher Education, Administrator of NEA, General Manager of NHA, and Chairman of Region V Development Council.
Secretariat Organization - Sections 5 and 7
- Secretariat headed by an Executive Director.
- Personnel detailed from various government agencies.
- Executive Director manages daily operations, coordinates agency activities, liaises with NGOs and international agencies.
- Conducts disaster mitigation studies, works on hazard mapping, monitors project implementation.
- Reports to B CARE C at least monthly.
Assistance from Other Government Entities - Section 6
- All government departments and agencies required to cooperate and provide necessary data and assistance.
Reportorial Requirements - Section 8
- Quarterly reports to Congressional oversight committee.
- Detailed tracking of funds released, obligated, disbursed for aid, relief, rehabilitation, livelihood, and infrastructure.
Term and Funding - Sections 9 and 10
- Commission empowered to act for two years unless extended or terminated by the President.
- Administrative and operational expenses funded from the Calamity Fund.
Repealing Clause and Effectivity - Sections 11 and 12
- Repeals or modifies executive issuances and regulations inconsistent with this order.
- Takes effect immediately upon signing.
