The Bicol CARE Commission replaces the NDCC as the clearing house for claims and requests related to the calamity assistance and rehabilitation efforts in the Bicol Region.

The B CARE C shall exercise its powers and functions for a period of two years unless otherwise directed by the President.

The administrative and operational expenses of the B CARE C shall be sourced from the Calamity Fund.

The B CARE C is required to submit quarterly reports to the appropriate Congressional oversight committee on the amounts of funds released, obligated, and disbursed for aid, relief, rehabilitation, livelihood services, and infrastructure projects, including accomplishments related to the expended appropriations.

The B CARE C maintains a Secretariat headed by an Executive Director who administers day-to-day operations, coordinates activities among agencies and NGOs, monitors project implementation, and reports regularly to the Commission, which meets at least monthly.

Yes, all departments, agencies, bureaus, offices, and instrumentalities of the government are enjoined to extend full assistance, cooperation, and provide necessary information and data to the Bicol CARE Commission.
