Responsibilities and Functions of the Task Force
- Accelerate development of Tondo Foreshore into a human settlement under BLISS Program.
- Secure and allocate funds for housing loans and related projects.
- Resolve land ownership issues and facilitate issuance of land titles to beneficiaries.
- Promote community participation in development efforts.
- Design and implement expanded livelihood programs.
- Complete ongoing infrastructure and construct major new facilities.
- Plan special projects, including the Metro Manila Commission Center.
- Establish development standards for housing and social infrastructure.
- Periodically report progress to the President.
- Allows members to deputize decision-making representatives.
- Establishes an Executive Committee with specific officials from key agencies.
National Housing Authority as Lead Agency
- Designated as lead for planning and project implementation.
- Tasked to expand the Tondo Foreshore Development Project Office.
- Permitted to utilize technical personnel from other government agencies.
Private Sector Participation
- Encourages involvement of private individuals with relevant expertise.
- Aims to incorporate Filipino cultural elements and individual beneficiary preferences in housing designs.
Agency Responsibilities for Technical and Administrative Support
- Bureau of Lands: Land titling and resolution.
- Technology Resource Center: Livelihood program design and execution.
- Development Bank of the Philippines: Providing housing material and construction loans.
- National Housing Corporation: Producing standardized housing components.
Infrastructure Responsibilities
- Ministry of Public Highways: Construction of major roads and area reclamation for development projects.
- Metropolitan Waterworks and Sewerage System: Completion of water supply infrastructure to service households.
- Metropolitan Manila Commission: Site design and development for its offices and related services.
Development of Reclaimed Area of Vitas Tondo Foreshore
- Designated as commercial/industrial estate.
- Land titled to National Housing Authority for planning and development.
Exemption from Bidding Requirements
- Task Force exempted from public bidding per PD No. 1594 and related rules.
- Authorized to enter negotiated contracts with prequalified contractors and suppliers for all project components.
Initial Funding and Budgeting
- Ministry of the Budget to release P5 million for initial operations from the Special Activities Fund.
- Ministry to ensure funding allocations for project components in the annual budget.
Effectivity
- Order takes effect immediately upon signing on March 12, 1981.
