The Minister of Human Settlements is designated as the Chairperson of the Task Force.
The core functions include pursuing accelerated development into a human settlement, funding housing material and construction loans, resolving land issues for awarding land titles, promoting community participation, implementing livelihood programs, completing infrastructure works, designing special projects, establishing design and standards for redevelopment, and submitting periodic reports to the President.
The National Housing Authority is designated as the lead agency in the planning and implementation of the development programs undertaken by the Task Force.
The Task Force shall seek the participation and involvement of private individuals with expertise to help evolve the design and standards for housing construction and renovation, to reflect authentic Filipino architecture and culture.
The Task Force is exempted from the provisions of Presidential Decree No. 1594 and other rules requiring public bidding; it is authorized to enter into negotiated contracts with prequalified and competent contractors and suppliers for project components.
The Bureau of Lands, Technology Resource Center, Development Bank of the Philippines, and National Housing Corporation are responsible for support in titling and land issues, livelihood program design, housing loans, and production of housing components respectively.
The Ministry of Public Highways is tasked with constructing major roads such as R-10 and C-2, reclamation work for development of the Metro Manila Commission Center, and including relevant funding in its annual budget.
It shall be developed as a commercial/industrial estate, with the Bureau of Lands titling the land in the name of the National Housing Authority, which will plan and implement its development under the Task Force's direction.
An initial amount of P5 Million from the Special Activities Fund of the President is allocated for the Task Force's administrative and operational activities, and it is released by the Ministry of the Budget.
