Seat of Government
- The seat of government of the subprovince shall be located in either the Municipality of Saguday or Diffun.
- The Provincial Board has the authority to select the site.
- Within one year from the implementation of the Act, the Provincial Board may change the seat by a two-thirds vote.
- The seat may also be transferred to an existing or newly created municipality.
- The seat of government shall be named Cabarroguis.
Applicability of Administrative Code Provisions
- Specific sections (2137 to 2143) of the Administrative Code, as amended, apply to the subprovince.
- These sections govern administrative procedures and functions relevant to the local government unit.
Establishment of Separate Governmental Offices
- The subprovince shall have its own engineering district and school division, distinct from the rest of Nueva Vizcaya.
- Other provincial offices, such as the Provincial Treasurer, Auditor, Agriculturist, Register of Deeds, Plant and Pest Control, may assign officials to the subprovince when warranted.
- Such assignments require a petition from the lieutenant governor and approval from the Provincial Governor.
Compensation
- The Provincial Board is tasked with fixing the compensation of the lieutenant governor and other employees and officials of the subprovince.
Election and Appointment of Officials
- The first lieutenant governor is to be elected during the 1967 general elections and must qualify accordingly.
- The remaining subprovincial officials shall be appointed per existing laws and regulations.
Effectivity
- The Act will take effect immediately upon approval.
