Composition of the Commission

  • Chaired by the Secretary of Trade and Industry, also the Regional Development Council (Region III) Chair.
  • Vice-Chaired by the Director-General of the National Economic and Development Authority and the Regional Development Council Chair (Region III).
  • Includes key government officials: Chair of Mt. Pinatubo Commission; Undersecretaries of Agriculture, Environment and Natural Resources, Public Works and Highways, Transportation and Communication, Tourism.
  • Chairpersons and Presidents of relevant economic zones’ authorities and corporations.
  • Provincial governors of the six affected provinces.
  • Three private sector or NGO representatives appointed by the President on recommendation.
  • Government members serve ex-officio.

Functions and Responsibilities

  • Inventory and review existing land use plans and development programs related to Central Luzon.
  • Prepare and finalize an Integrated Development Plan to ensure benefit-sharing from economic zones and promote comprehensive regional growth.
  • The development plan focuses on infrastructure, agri-industry, housing, tourism, environment, natural resources, and investment activities.
  • Encourages implementation through government or private sector innovations like build-operate-transfer schemes.
  • Coordination with the Regional Development Council and utilization of existing studies and local rehabilitation efforts.
  • Promotes maximum local consultations to incorporate concerns and ideas of local government units and other stakeholders.
  • Fast-tracks implementation of the Integrated Development Plan.
  • Identifies funding sources, both local and foreign, for development projects.
  • Acts as the central issue-resolution and coordination body for matters related to the Central Luzon Growth Corridor.
  • Recommends ordinances and measures to local legislatures to achieve Plan objectives.
  • Submits quarterly status reports to the Office of the President.
  • Undertakes additional functions as directed by the President.

Secretariat and Technical Support

  • The Department of Trade and Industry (DTI) provides technical and secretariat support.

Funding Arrangements

  • Initial funding sourced from the President’s Contingent Fund, amount recommended by the Commission.
  • Subsequent funding included in DTI’s annual appropriations.

Authority Over Government Entities and Local Governments

  • The Commission can call upon any government department, bureau, agency, office, including government-owned corporations and local government units for assistance.
  • Authorized to create sectoral task forces to aid in performing its duties.

Legal Effect and Continuity

  • Existing presidential issuances and directives related to Central Luzon remain effective unless inconsistent with this order.
  • The Executive Order takes effect immediately upon issuance.
