Pinatubo Commission, Subic Bay Metropolitan Authority, President of Clark Development Corporation, Director-General of Philippine Economic Zone Authority, secretaries or undersecretaries of key departments (Agriculture, Environment and Natural Resources, Public Works and Highways, Transportation and Communication, Tourism), Governors of the involved provinces, and three representatives from the private sector or NGOs appointed by the President.

Government representatives serve in an ex-officio capacity.

The Department of Trade and Industry provides technical and secretariat support to the Commission.

Initial funding comes from the President's Contingent Fund as recommended by the Commission, while appropriations for succeeding years are incorporated in the Department of Trade and Industry's annual appropriations.

The Commission is authorized to call upon any government department, bureau, agency, government-owned or controlled corporations, or local government units for assistance in carrying out its functions and may organize sectoral task forces as needed.
