Territorial boundaries and geography

  • The boundary description begins at the intersection of the Cabadbaran–Old Bayugan and Surigao del Sur boundaries.
  • The boundary continues through specified directional movements and follows named boundary segments, including those involving Old Bayugan, Cabadbaran, Butuan City, Las Nieves, Esperanza, and Las Nieves, until it reaches the stated point of intersection.
  • The boundary includes a segment that connects the Sitio of Tag-libas at Barrio Ilihan to the point where it intersects the Agusan–Davao National Road at the middle of Wawa Bridge.

  • After plebiscite ratification, Section 5 directs that the President (Prime Minister) shall appoint the mayor and other officials of Sibagat.

Plebiscite funding and charging source

  • Section 6 requires the Commission on Elections to determine the sum needed for the conduct and supervision of the plebiscite under Section 5.
  • Section 6 directs that the determined amount shall be charged against the appropriation of the Commission on Elections for holding election/referendum/plebiscite in K.B.I. No. 1.1.3, Batas Pambansa Blg. 40.
