Territorial Boundaries and Area
- The boundaries follow identified points and geographic markers including points along the line of Agusan del Sur and Davao, and boundaries with municipality areas of Monkayo, Montevista, and Kapalong.
- The territory covers approximately 76,800 hectares more or less.

Seat of Government
- The barangay of La-ac is designated as the seat of government for the newly created Municipality of San Vicente.
Plebiscite and Appointment of Municipal Officials
- The creation of the municipality is subject to a plebiscite, requiring ratification by the majority vote in affected areas.
- This plebiscite must be held within ninety days after the approval of the Act.
- Upon ratification, the President (or Prime Minister) will appoint the Mayor and members of the Sangguniang Bayan (Municipal Council) of San Vicente.
Commencement of Existence
- The Municipality of San Vicente shall commence its existence only after the appointment and qualification of its municipal officers.
Effectivity
- The Act takes effect immediately upon its approval on April 4, 1979.
